Abstract
This thesis examines whether unfulfilled campaign promises by elected officials in Mexico constitute a violation of the human right to vote, arguing that such promises should be legally binding to ensure the effectiveness of this fundamental right. The author posits that when citizens cast their vote based on specific proposals, the failure to adhere to those commitments without justification defrauds the electorate and renders the vote meaningless. Through an analysis of Mexican constitutional and electoral law, international human rights doctrine, and comparative legal systems, the work critiques the current lack of legal accountability for campaign pledges. The thesis concludes that for the right to vote to be truly effective, there must be a mechanism to legally enforce campaign promises, and proposes legislative reforms to establish this link, thereby strengthening democratic accountability and the social contract between citizens and their representatives.
