Abstract
We analyze the effects on social welfare of two different planning processes for the expansion of the transmission network. A first (integrated) model considers generation and transmission decisions as interdependent activities. A second model (disintegrated) assumes such expansion decisions as independent, such that the expansion of the network follows an exogenous process. This duality of approaches has been the subject of academic and public-policy discussion in various systems, as is the case of the German electricity system. The two models are simulated for the transmission network of Baja California Sur, which is a self-contained system with relatively few nodes and lines allowing a realistic study on the characteristics of efficient expansion within its electricity network. We demonstrate that the integrated network expansion approach results in higher levels of social welfare for different network topologies in this system. © 2018 Universidad Nacional Autónoma de México.
