Abstract
This paper proposes a robust multistage approach to solve the generation and transmission expansion planning problem, which is formulated by the three-level method. This one is transformed into a bi-level problem to appraise the solution to this problem by the Benders decomposition method, which is then compared with the column and constraint generation (C&CG) solution. Results and computing times are analysed, assuming a limited budget in generation expansion and different generation capacity and demand. An illustrative example on the Mexican power system taking into account renewables sources enhances the effectiveness of the proposed approach.
