    La Ley General del Equilibrio y la Protección al Ambiente, publicada en al Diario Oficial en noviembre de 1987, adoptó una tendencia evidentemente centralista, genérica en muchos rubros y consecuentemente ambigua respecto a diversos instrumentos y mecanismos de la cuestión ambiental, resultando en muchas ocasiones inadecuada frente a los nuevos retos que enfrenta el país, tanto por los compromisos internacionales adoptados, como por el desarrollo de innovaciones científicas y tecnológicas.
