Abstract
This thesis, "INUNDACIONES COMO CONSECUENCIA DE UNA MALA PLANEACION URBANA EN EL MUNICIPIO DE ZAPOPAN JALISCO" (Floods as a Consequence of Poor Urban Planning in the Municipality of Zapopan, Jalisco), addresses the problem of floods in the municipality of Zapopan, Mexico. The study's main hypothesis is that these floods are a direct result of poor urban planning, specifically the invasion of hydrological basins due to uncontrolled urban growth. The research highlights that the issue has worsened over several years, affecting both the social and infrastructural development of the area and causing significant economic losses, such as the approximately $60 million in damages to 500 families in the Miramar neighborhood in 2021. The study identifies a fundamental flaw in hydraulic management, where authorities have often confused what is "urgent" with what is "important".

The methodology is based on an academic study to identify deficiencies like leaks, soil failures, waste contamination, and engineering faults, among others. The author gathered qualitative data from a survey of 196 people, including local residents, government officials, and members of professional associations, to understand their perceptions of the problem. The research concludes that the government's failure to respect ecological and development plans has led to the degradation of urban development programs by invading water basins. The study also points out that the Atemajac basin has been "strangled" and used as a sewage outlet, and that urbanization has made the soil impermeable, altering its natural drainage system and leading to floods. These findings confirm the hypothesis that the floods are a consequence of poor territorial planning.
