Es innegable que ante la novedad de la Educación Basada en Competencias, surjan diversas interpretaciones. Es necesario estudiar y analizar sus implicaciones y, así, generar propuestas de esclarecimiento en su aspecto teórico y operativo. El objetivo general de este escrito es mostrar qué se entiende por competencia, para que ésta pueda ser evaluada adecuadamente, teniendo como objetivos particulares: 1. Definir el término competencia. 2. Delimitar claramente el marco de competencias y la educación sustentada en éstas. 3. It is the ideal opportunity for those who learn, to put their knowledge into practice and feel the need to defend their ideas and their knowledge. In evaluation it is fundamental to know the part it plays, its function, who it benefits, and finally at whose service it will be put. For this reason it must be a thoroughly transparent exercise which guarantees the knowledge of the criteria to be applied. As a natural activity, evaluation must be carried out from person to person, as a means of improvement, motivation and beneficial guidance to him who receives it. Therefore, more than worrying about producing professionals for the labor market, universities should endeavor to mold them into efficient, productive and competent workers in their respective labor fields. This task, does not only require very hard work for both students and teachers, but also implies that the educational process meets quality criteria. The "Tuning Project", as is implied in its name, seeks to tune or polish educational structures and begin a debate aimed at identifying and exchanging information so as to improve collaboration among higher education institutions in Europe and Latin America for the development of quality, effectiveness and transparency. It is an independent project, promoted and coordinated by both Latin American and European universities. The project is especially framed in the processes of the Sorbonne-Bologna-Prague-Berlin through which politicians aspire to create an area of integrated higher education within the European Economic Community.17 255 - Some of the metrics are blocked by yourconsent settings
