Its precedent is the Sixth Episcopal Conference of Latin America and the Caribbean in Aparecida, in 2007, and as its geopolitical base, Obama's election as the first black U.S. president, the global economic crisis and the G-20's meetings trying to overcome it. The encyclical Populorum progressio, written by Pope Paul VI in the second half of the sixties, was framed by historical events of great importance, as the fourth session of the Second Vatican Council (in September 1965), the Vietnam War, the student protests, the Medellin conference, the conferences of bishops, and the situation of poverty and Third World debt. Africa, Asia and Latin America face similar conditions of poverty and injustice. Therefore, the aim of that encyclical was to note the need to promote the development of peoples.
