    Acerca de las etapas del constitucionalismo y de las generaciones de derechos humanos y de las leyes de protección de datos

    Las revoluciones independentistas e industriales, las guerras mundiales, la carrera espacial y las dos guerras frías, entre otros fenómenos, han tenido un alto impacto en distintos ámbitos y de hecho constituyeron hitos que sirvieron de bisagras para definir etapas en el constitucionalismo y en los derechos humanos. En la evolución de la protección de éstos, nos centramos en la gestación y desarrollo de uno que está estrechamente vinculado a las tecnologías de la información y de la comunicación (TICs) y que surgió como respuesta ante los avances sobre los derechos de las personas –en especial pero no exclusivamente sobre la intimidad- por parte de quienes tratan información personal: el “derecho a la protección de datos” (inicialmente rotulado “derecho a la autodeterminación informativa, que actualmente aporta una cantidad ingente de contenidos a los “derechos digitales”), refiriendo a las principales normativas gestadas en sus cinco generaciones, desplegadas entre 1970 y la actualidad.

    Pluralismo y verdad: del liberalismo clásico a la posmodernidad tardía

    En el contexto de la comunicación de masas, el uso rutinario del término “pluralismo” ha generado un desgaste semántico que aconseja una nueva exploración del concepto a la luz de referentes históricos, filosóficos y filológicos adecuados. Este es justamente el objetivo del presente escrito. En efecto, la noción de “pluralismo” asociada a las primitivas formulaciones de la democracia clásica griega tiene muy poco que ver con lo que posteriormente defendió el liberalismo de finales del siglo XVIII y mediados del XIX, un teórico contemporáneo de la democracia como Habermas, o el movimiento posmoderno durante los años ochenta. Si bien es cierto que nadie se opone al pluralismo, también lo es que la adscripción a dicho concepto obedece a parámetros muy diferentes. Habermas y algunos autores posmodernos apuestan por el debate colectivo plural, especialmente el mediático, pero tanto su punto de partida como sus conclusiones resultan divergentes.

    Video learning: aprendizaje y educación a través de medios audiovisuales, desde una perspectiva histórica y contemporánea

    The article aims to investigate through a historical journey on audiovisual media, specif-ically video. Knowing this option of the use of video during the historical tour gave us a vi-sion about its scope and uses for learning in education. Discovering this possibility of its use as educational video in the current contemporaneity, under the modality of virtual education the educational video becomes a means for didactics.The educational video is an audiovisual material, a didactic tool, which has its origins in the cinema. It was initially used for recreational and entertainment purposes, and later on for political and informative purposes as well. Then, documentary cinema arises, which, al-though it was used for news and propaganda purposes, it was also used as a very useful ed-ucational tool. The true educational films first came at the outbreak of World War II. In 1940, the growth of cinema really began with the growth of american industry. Ten years later, the television industry emerged, and was consolidated in the 1960s. In Europe, the broadcasting of government sponsored educational programs began, first in Italy, where school classes were shown on television. In Mexico it became a state policy by the end of the 1960s, thus creating the TeleSecundarias System. At the 1980s, paid TV services arised, which offered educational channels such as the Discovery Channel (1985). Also, in the 1960s decade the internet appeared, but it was until thirty years later that it became part of daily life, when it was provided to the general public, as a medium that merged cinema, radio and televi-sion. It was initially used only as an interactive medium for commercial and business pur-poses. Later, with the improvement of information technologies that allowed to store and send a greater amount of data, a whole range of possibilities was opened, which allowed video platforms such as YouTube to come up, among others, and also the rise of online schools, so currently audiovisual courses have become one of the most useful tools in the teaching-learning process.

    La evolución de la web: un análisis de su impacto en el desempeño de las micro empresas del Distrito Federal.

    Through this investigation we try to identify the impact of web use focused on its application in small business in Distrito Federal, enquiring if that use has stimulated a competitive development in relation with others in same segment into their market. Because the internet has increased the number of sales in the economically active population and based that Distrito Federal and Estado de México are the regions that present major internet penetration, the web could support greater level of competitiveness of Distrito Federal from perspective of web information and communication technologies use. That was the principal reason why we did a field investigation trying to identify specifically from small business stakeholders perspective, if the use of that technological tools has increased their competitive position.
