    At present, our educational culture is characterized by evaluation which is the main process which leads individuals, institutions and programs to excellence. It is the ideal opportunity for those who learn, to put their knowledge into practice and feel the need to defend their ideas and their knowledge. In evaluation it is fundamental to know the part it plays, its function, who it benefits, and finally at whose service it will be put. For this reason it must be a thoroughly transparent exercise which guarantees the knowledge of the criteria to be applied. As a natural activity, evaluation must be carried out from person to person, as a means of improvement, motivation and beneficial guidance to him who receives it. It must also be essentially just; otherwise it would be useless.

    This article is based on the principal considerations for competition policy mainly in the World Trade Organization and the United Nations Conference on Trade and Development, as well as its contribution to economic development. It also explains the basic elements of these policies in developing economies and the way laws and institutions derive from them. It likewise identifies international rules proposed such as: Principles for international trade, intellectual property, national treaties, quantitative restrictions to trade, agreements on investment matters, antidumping and subsidy agreements.

    In the knowledge society, management of the intangible assets, part of the intellectual capital of organizations, as well as the transmission of information about work done so that it may be maintained and developed, has become a strategic factor in achieving sustained long term competitive advantage. The present article is centered on the study of the transmission of information of these intangible aspects, materialized in the Intellectual Capital Report. This is done by justifying the need for preparing this report as a complement of the financial status of a company. There is a description of the structural elements and characteristics which compose the different chapters as well as an ample amount of examples used to show its magnitude.

    The Convention on Biological Diversity (CBD) 1992 and the Agreement on trade-related intellectual property rights (TRIPs) 1993 as a part of WTO are in force and are legally binding instruments on the parties thereto Whereas the main objective of the TRIPs is to recognise and protect monopolistic and private intellectual property rights (IPRs) held mainly by multinational corporations (MNCs), the CBD aims to conserve, sustainably use and share benefits of biological resources arising out of such use equitably in which the developing countries are the main holders. The TRIPs looks at individual rights while the CBD aims to encourage recognition of collective rights of communities.
